San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II-Aging & Adult Services (CPA-II).
Community Program Analysts provide program planning, technical assistance, review and evaluation functions to direct community/client service delivery programs; act as County liaison with contract service providers, community-based organizations, and funding sources; ensure compliance with program regulations and procedures; monitor contracts related to assigned program; and do related work as required.
The current vacancy is in the Aging & Adult Services Division located in San Mateo, CA.
The position will travel throughout the County to perform the duties of this position.
The Community Program Analyst II position within the Commissions and Provider Services Unit in the Aging and Adult Services Division performs a variety of technical tasks and community development work related to the planning, implementation and coordination of community-based services for older adults and adults with disabilities.
Much of the work includes building community and provider relationships, monitoring contracts, compiling and analyzing data, and problem solving with organizations to ensure a service delivery system that is responsive to the needs of older adults and adults with disabilities.
Individuals should have knowledge of issues regarding aging, disabilities and accessibility, and experience in community-based service delivery with an emphasis on contract management.
The ideal candidate will: Possess a working knowledge of systems of care for older adults and adults with disabilities from diverse backgrounds and cultures.
Participate in the evaluation of community needs, appropriate services provisions, and allocations of resources.
Demonstrate the ability to develop strong, collaborative working relationships with organizations and individuals from diverse backgrounds.
Utilize effective communication skills with a broad range of stakeholders, including all levels of staff, public officials, appointed political bodies, and community agencies.
Complete regulation driven contract monitoring of assigned community organizations, identifying strengths and concerns, while developing solutions collaboratively with said organizations.
Demonstrate the ability to analyze, interpret, and implement new and existing federal, state, County regulations and laws pertaining to services provided by the Commissions and Provider Services Unit.
Respond timely to requests for assistance from contracted providers, Health staff, Board of Supervisors appointed Commissions, and County, State, and Federal bodies.
Possess the capacity to focus on a variety of projects and assignments simultaneously, organizing and reshuffling priorities while maintaining deadlines and due dates.
Demonstrate experience composing professional, detailed written and statistical reports.
Possess proficiency in Microsoft applications and the ability to quickly learn multiple database systems.

Act as liaison with community-based organizations, service providers, County departments, State and/or other funding sources, commission, planning council and advisory board in support of assigned program/s.
Prepare periodic and special statistical or narrative reports as required, utilizing multiple source data.
Participate in departmental, Countywide and/or State planning process.
Serve on variety of committees and task forces related to assigned program(s).
Write grant proposals, reports, program documentation, policies, procedures and other written materials.
Analyze and incorporate legislative changes and other relevant information into program policies.
Coordinate and conduct special events and projects.
Perform related duties as assigned.
Qualifications Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
A typical way to qualify is: Bachelor's degree in public or business administration, management or a related field and four years of professional level analytical, administrative and programmatic experience in a community-related setting, including some experience in contract monitoring.
Knowledge of: Principles and practices of the specific program area to which assigned.
Principles and practices of program evaluation and planning.
Principles and practices of client service delivery.
Principles and practices of contract development, negotiation and monitoring.
Principles, practices and techniques of administrative and programmatic research, analysis and programming.

Compile and analyze data, draw sound conclusions and prepare and present effective reports.
