The Director of Contractor Assurance and Contract Management (CACM) is a member of the SLAC Senior Management Team and is directly accountable to the Laboratory Director for providing leadership, vision, management, direction, oversight, strategic and tactical planning in executing all aspects of the Laboratory’s integrated Contractor Assurance System (CAS), Contract Management (CM), and Quality Assurance (QA) programs.
SLAC’s integrated CAS, CM and QA programs are designed to enable outstanding science and operational excellence, while ensuring compliance with SLAC prime contract requirements with the US Department of Energy (DOE) as well as other applicable requirements.
Critical duties include: (1) Independently manage SLAC’s enterprise risk system to ensure it is working to identify, track, and address risks; (2) lead discussions amongst the SLAC Senior Management Team, DOE and Stanford University to identify, track, and address enterprise risks; and (3) independently develop leading risk indicators and flags that measure the health of the Laboratory for SLAC and Stanford leadership.
The CACM Director is responsible for working with Stanford University (Vice President for SLAC at Stanford) and the DOE SLAC Site Office (SSO) in implementing the Stanford/DOE prime contract and for managing the DOE Office of Science Contractor Performance Evaluation and Management Plan (PEMP).
The CACM Director is further responsible for overseeing and managing the Lab’s institutional policies within frameworks set by Stanford University and DOE requirements.
The CACM Director leads a team of professionals who manage all CAS, CM, and QA programs.
The CACM reports to the Laboratory Director, with day-to-day coordination with the Deputy Director for Operations | Chief Operating Officer, and functions as a trusted advisor to the Director’s Office and Stanford University.
Other responsibilities include: The CACM director will interface with representatives of SLAC Management, Stanford University, the Stanford Board of Oversight, DOE SSO, and DOE Headquarters to independently provide the following: Leadership and direction in implementing CAS to support the Laboratory’s efforts to safely, effectively, and efficiently deliver its mission and projects, while achieving operational excellence.
Evaluation of the performance of the DOE/Stanford prime contract and providing reasonable assurance to Stanford University and DOE that the Laboratory has a set of management systems and processes which fulfill contract requirements.
Administration, maintenance and oversight of all elements of SLAC’s Performance Assurance system, including but not limited to enterprise risk management issues, external and internal assessments, institutional quality metrics and trending, institutional policies and requirements, corrective actions management, enforcement coordination, effective lessons learned implementation and continuous improvement.
Working with Legal Counsel, oversee the Laboratory’s completion of Prime Contract deliverables.
Provide oversight, advice, and counsel to SLAC management and staff on all CAS-related matters.
Administer and manage processes and tools that provide DOE, SLAC and Stanford University access to CAS-related information and notifying stakeholders of assurance system changes.
Lead the Laboratory’s enterprise risk management process and coordinate the Director’s Assurance Committee.
Manage SLAC’s PEMP processes including preparation and submittal of mid-year and year-end self-evaluations to DOE SSO and Headquarters program offices as well as completion of the annual Contract Performance Assessment Reporting System (CPARS) process.
Advise executive management on programmatic and policy development.
Lead senior management in implementing quality assurance functions in support of the Laboratory’s efforts to safely, effectively and efficiently deliver its mission and projects.
Provide oversight, advice and counsel to SLAC management and staff on all quality assurance-related matters.
Hire, mentor, counsel and retain staff, provide personal development opportunities for direct reports, and remain accountable for the performance of employees.
Responsible for the financial viability and success of the CACM organization.
Influence and negotiate with Laboratory and University senior management on matters of significance affecting the organization(s).
Champion, lead and develop creative solutions, principles, theories and concepts.

To be successful in this position you will bring: A bachelor’s degree in a field related to science, business administration, engineering, or management, plus ten years of relevant experience in operations management, project management, financial management, or risk management.
Relevant experience performing above listed responsibilities, including: Advanced knowledge and extensive experience working in enterprise risk management, assurance or quality programs, as well as developing and implementing risk management frameworks and performance metrics.
Implementation and management of these programs in a research and development or academic organization is preferred.
Experience and expertise in issues management (e.
g.
, incident investigations, root and apparent cause analyses, lessons learned programs, etc.

Demonstrated strategic leadership planning and change management skills.
Financial experience in budget planning and management.
