Safety Coordinator (Major Projects ESH Coordinator)

SLAC National Accelerator Laboratory attracts thousands of scientists from all over the world each year.

Part of SLAC’s mission is to develop, build, operate and maintain, electron accelerators and the corresponding scientific instrumentation at the forefront of accelerator science and technology to support our successful science.
The Matter in Extreme Conditions Upgrade (MEC-U) project will build a new major laser facility to support groundbreaking experiments enabled by the combination of high-power lasers with the world’s brightest X-ray source, the Linac Coherent Light Source (LCLS).
The MEC-U facility will construct a new underground experimental hall and access tunnel (~25,000 sq ft) to house experimental equipment and high power (petawatt) and high energy (kilojoule) laser systems to combine with the X-rays from LCLS to generate high pressure and temperature conditions and produce extreme states of matter, accelerated particle beams, and unearthly materials.
The MEC-U facility will dramatically improve our understanding of extreme states of matter with applications in energy generation, national security, medicine, aerospace, and planetary science.
SLAC’s Environmental Safety and Health Division is seeking a highly motivated, experienced and engaged safety coordinator reporting to the Department Head for the Major Projects Environmental, Safety and Health (ESH) Department.
This position would support Major Project related ESH tasks supporting ongoing and future DOE O 413.
3B line-item projects at SLAC.
The individual will be expected to perform complex technical work in a wide range of ESH disciplines to ensure a safe work environment, to achieve compliance with the Laboratory’s ESH standards and governmental regulatory requirements, and to facilitate the safe and timely execution of work.
The individual will have matrixed responsibilities to Major Project Directors.
The position will closely collaborate with SLAC’s Project Management Office (PMO) and be an active participant in the SLAC Project Management Community of Practice.
*The roles and responsibilities of the Major Projects ESH Coordinator include but are not limited to:* * Develop, implement, and maintain technical programs, systems, and processes necessary to ensure the overall safety and health of project employees, visitors, associated workers and the community for assigned SLAC major projects.
This includes strong integration with staff working on Project commitments at partner Laboratories.
* Represent SLAC on complex, institutional and DOE-wide advisory and review committees.
* Proactively identify topics that project leadership teams should focus on to improve overall project planning and execution, including how these efforts will affect long-term accelerator facility operations.
* Maintain a working knowledge of consensus standards, specific government regulations and good practice requirements for technical subjects related to accelerator facility design and operations.
* Provide technical advice and interpretation of various government regulations and university policies.
Support individual project management teams by: * Identifying, defining, and managing to completion the project’s environmental, safety, health, security, and risk requirements, including being the management point-of-contact for interpretation and resolution of safety issues.
* Identify, assess, and monitor workplace conditions (including, but not limited to, chemical, physical, biological, and radiological hazards) that could present impediments to the safe execution of work.
Recommend solutions and improvements to minimize errors.
* Investigate accidents, incidents, injuries, and complaints concerning potential conditions or practices that could lead to work errors.
* Prepare all ESH related project documents, plans and policies including but not limited to the Hazard Analysis Report, Integrated Safety Management Plan, National Environmental Policy Act (NEPA) documentation, etc.
* Sustain a high level of two-way trust and understanding with the DOE Site Office, DOE HQ, SLAC operations divisions, and the SLAC Director’s Office, maintaining a highly responsive and effective line of communication on all aspects of ESH.
* Work in collaboration with SLAC ESH Division and Contract Assurance leadership, along with subject matter experts.
to represent project assurance concerns and actively participate in the development of laboratory policy, processes, and process improvements.
* Prepare projects for Accelerator Readiness Reviews (ARR) and coordinate these efforts along with both Mission and Support Directorates *To be successful in this position you will bring:* * Bachelor’s degree in a scientific or engineering discipline and seven years of relevant related and progressively responsible experience, or combination of education and relevant experience.
* Conduct effective health and safety surveys, quantitative and qualitative exposure/risk assessments, and data analyses; ability to provide recommendations for exposure/risk control.
* Manage a broad range of Environment, Safety and Health programs, successfully solving problems and implementing effective solutions.
* Prepare and execute Accelerator Readiness Reviews.
* Work and communicate effectively with a wide variety of people within a cross-functional team of diverse talents.
* Experience with DOE O 413.
3b is preferred however, this can be substituted for experience in managing ESH programs on large scale complex construction and/or scientific projects.
* Must have strong oral and written communication skills.
* Ability to maintain current knowledge of and interpret specific government agency requirements (statutes, regulations, licenses, and permits) and university policies.
* Knowledge of US Department of Energy orders and guidance documents.
* Working knowledge of the scientific and technical aspects of various regulatory requirements and potential impact on assigned work area(s).

Job Type: Full-time Pay: $137,000.
